Ghana has signed on to the Oceans for Development Programme with Norway, a partnership Fisheries and Aquaculture Minister Emelia Arthur says must finally fix the country's long-running shortage of reliable fisheries and ocean data.
The Memorandum of Understanding was signed at the Ministry of Finance conference room by Deputy Finance Minister Thomas Nyarko Ampem for Ghana and Norwegian Ambassador Dr John Mikal Kvistad for Norway.
Fixing the Data Gap
For Mrs Arthur, the problem is plain. Ghana has been managing its fisheries without the hard numbers needed to make sound calls, and the new programme is meant to change that through stronger research, better data collection, digital systems and sharper institutional capacity.
"We must address Ghana's persistent fisheries and oceans data deficit by strengthening scientific research, data collection, digital systems, and institutional capacity to translate data into evidence-based decisions and measurable impact." - Mrs Arthur
She made clear that collecting data is only half the job. The real point is turning it into decisions that hold up.
"Our goal must be to build lasting national capacities and demonstrate tangible results that support sustainable fisheries management and effective ocean governance," she added.
What Norway Brings
Norway has a strong record in marine science and fisheries management, and the programme will deepen cooperation between the two countries on scientific research and data systems for Ghana's marine resources.
It also places reliable scientific information at the centre of ocean policy, something the sector has struggled with for years as fish stocks come under pressure.
The agreement ties into Ghana's wider ambitions for its blue economy, where better information could shape everything from catch limits to how ocean resources are governed over the long term.
How quickly the programme delivers the "tangible results" the Minister wants will depend on whether the new systems take root within Ghana's own institutions once they are in place.
