IEA Pushes Members to Act Fast on Tightening Diesel Market

Fatih Birol isn't waiting for the October 15 Governing Board meeting to start applying pressure.

The IEA Executive Director has already written to member governments, flagging what he calls immediate concerns around global diesel markets and nudging countries to move faster on commitments some haven't even finished delivering.

At the heart of Birol's message is the March 2026 Collective Action, an agreement that set diesel release targets for IEA members.

Turns out not everyone has hit their numbers yet. Birol wants those who haven't fully delivered to look at accelerating what's left, with diesel getting priority treatment.

Interestingly, he notes that some members have already gone beyond their original March pledges, which puts a bit of pressure on the stragglers.

The letter doesn't stop at unfinished business. Birol is asking all members, even those who've already met their commitments, to reassess whether additional diesel releases make sense given the IEA's latest market assessment and the G7 Leaders' statement.

Where countries think more action is warranted, he wants specifics: how much, when, and confirmation that it's supplemental rather than a repackaging of old pledges.

Security Concerns in the Background

Birol's letter also points to renewed attacks on civilian and energy infrastructure in Saudi Arabia, singling out what he described as the tragic strikes on Riyadh's international airport. It's a reminder that the diesel squeeze isn't happening in isolation from broader security tensions in the region.

The upcoming board meeting, Birol says, gives members a chance to take stock of where things stand.

"As we did in March, I believe we can once again demonstrate the IEA's capacity to act together in support of energy security and economic stability," he said, framing the gathering as a test of whether that cooperation still holds.
