Lands Minister Assures Investors Amid Mineral Governance Reforms

Lands and Natural Resources Minister Emmanuel Armah-Kofi Buah has promised investors a stable and predictable regulatory environment as Ghana pushes through mineral governance reforms aimed at ensuring its citizens receive a fairer share of the wealth generated from natural resources.

Speaking at the 2026 Mining in Motion Conference on Monday, October 19, Buah acknowledged that companies require commercial certainty and profitable projects to justify putting money into the country.

He assured industry players that the administration remains fully committed to respecting lawful agreements while keeping projects bankable and attractive for global capital.

At the same time, the minister made it clear that the ultimate measure of the sector cannot be company balance sheets alone. It must include what local communities actually experience on the ground every day.

"Our citizens have equally legitimate expectations," he said, pointing to employment, skills training, local business opportunities, environmental protection and shared prosperity as essential outcomes that must accompany any mining venture in the country.

An Open Invitation

Buah called on investors to align their commercial ambitions with Ghana's broader economic development goals, stressing that sustainable partnerships require genuine mutual benefit rather than lopsided arrangements.

"The invitation is straightforward," he told the gathering. "Come and invest. Come and build with us. Let us negotiate fairly, honour our commitments and work for outcomes that benefit both the investor and the host countries."

The minister reiterated that constructive dialogue will remain central as the government updates regulations, ensuring the mining sector contributes more meaningfully to national progress without choking off foreign investment or scaring away long-term partners who are willing to respect local laws and community interests.
