Only 61 out of 185 State Entities Submit 2025 Financial Statements to SIGA by the April 30 deadline

Only 61 out of 185 state-owned enterprises, joint ventures and other specified entities submitted their 2025 financial statements to the State Interests and Governance Authority by the statutory April 30 deadline, according to the authority’s latest compliance dashboard.

The figures, captured in SIGA’s May 1, 2026 compliance report, represent a compliance rate of approximately 32%, raising concerns about financial reporting discipline and accountability within Ghana’s public sector institutions.

Key State Institutions Meet Deadline

Among the institutions that complied with the reporting requirement were the Bank of Ghana, Electricity Company of Ghana, Ghana Civil Aviation Authority, Ghana National Petroleum Corporation and Ghana Gold Board.

Others that submitted their statements within the stipulated period included Ghana Gas, Petroleum Hub Development Corporation and Ghana Publishing Company Limited.

SIGA’s data further showed that five entities formally requested extensions, while 14 others cited delays in their audit processes as reasons for missing the deadline.

Majority Yet to Comply

However, more than 100 entities had neither submitted their financial statements nor provided explanations for the delay as of May 1.

Institutions listed as non-compliant included the Minerals Commission, National Communications Authority, Lands Commission, Youth Employment Agency and Ghana Broadcasting Corporation.

Analysts say the low compliance rate highlights broader concerns surrounding enforcement of reporting obligations and governance standards across state institutions.

The May 1 compliance list only reflects submissions received by that date, meaning entities that submitted statements afterward were not captured in the report.
