Ato Forson Urges Businesses to Invest as 2027 Budget Targets Economic Transformation

Finance Minister Dr Cassiel Ato Forson has urged Ghanaian businesses to invest with confidence, assuring industry leaders that the government intends to preserve recent economic gains as it prepares the Ghana 2027 Budget.

Speaking during a meeting with the Association of Ghana Industries (AGI) and leading business executives, Dr Forson said the Budget would introduce a new economic blueprint focused on production, investment and job creation.

“Feel free to invest because we will sustain the gains. The golden era for Ghana is beginning, and our new blueprint will be announced in the 2027 Budget,” he said.

US$10bn Investment Plan Takes Shape

The Finance Minister said President John Dramani Mahama’s proposed US$10 billion investment programme would support Ghana’s next phase of economic development.

The initiative, expected to run over four years, will target strategic sectors to expand domestic production and create employment. The government has said its full details will be presented in the November Budget.

“We want to produce more, add value and create more jobs for the Ghanaian economy,” Dr Forson told the business leaders.

He argued that economic stability must translate into opportunities for manufacturers, exporters and other businesses seeking to expand their operations.

“That is why the 2027 Budget will move Ghana from stability to transformation,” he stated.

Government Promises Lower Cost of Capital

Dr Forson said the government had deliberately pursued measures to reduce the cost of capital and would continue working to make financing more accessible.

High borrowing costs can limit businesses’ ability to purchase equipment, increase production and hire workers. The Minister’s assurance was therefore aimed at encouraging firms to make investment decisions ahead of the new economic programme.

He also urged industry leaders to support domestic revenue mobilisation, saying stronger government revenue would reduce reliance on borrowing.

“We need your support to raise the necessary revenue so that the Government does not borrow beyond its means, as we saw in 2022,” he said.

The meeting formed part of consultations ahead of the 2027 Budget, with government seeking input from industry on measures to expand exports and employment.
