Energy Ministry Directs Agencies to Submit 24-hour Economy Roadmaps by April 15

The 24-hour economy roadmaps for Ghana’s energy sector are expected to take shape in the coming weeks after the Ministry for Energy and Green Transition directed all agencies under its supervision to submit detailed implementation plans by April 15.

The directive was disclosed by Deputy Minister for Energy and Green Transition, Richard Gyan-Mensah, during a sideline media engagement at the signing of a Memorandum of Understanding between the 24-Hour Economy Authority and the National Petroleum Authority.

According to him, the ministry has already formally communicated the instruction to all relevant agencies as part of efforts to ensure the sector plays a central role in the government’s broader economic transformation agenda.

“In my submission, I did mention that the Minister is directing all agencies or has directed all agencies to submit their roadmap on the 24-hour economy because, as a ministry, we strongly support the 24-hour economy, its implementation, and we deem it fit that all agencies, not just NPA, come out with a roadmap.” - Richard Gyan-Mensah

Agencies expected to outline readiness and strategy

Mr Gyan-Mensah explained that the ministry wants a clear and structured picture of how each institution intends to operationalise the policy, especially in areas that can drive productivity, improve service delivery and expand employment opportunities.

“This is because we also want to use the opportunity to deliver not just the transformation, economic transformation, but also even to achieve job creation.” - Richard Gyan-Mensah

He further revealed that letters requesting the submission of the plans have already been sent out. “Letters have been signed and sent to the various agencies,” he stated.

Key energy institutions already making progress

The Deputy Minister indicated that several agencies within the energy sector are already at advanced stages of preparing for round-the-clock operations.

Institutions such as the Tema Oil Refinery and the Bulk Oil Storage and Transportation Company are understood to be developing internal strategies, while other agencies are also progressing toward operational readiness.

“Most of them have actually far advanced with their process. We just want to give them within by the 15th that is the middle of next month that they all submit.” - Richard Gyan-Mensah

He stressed that the ministry now wants these efforts formally documented to help identify implementation gaps and areas where further support or enforcement may be required.

Mr Gyan-Mensah noted that a successful rollout of the policy across the energy sector could have a major impact on employment, both directly and indirectly.

By extending operations and deepening industrial activity, the government believes the energy sector can become a major pillar of the 24-hour economy roadmaps strategy and contribute meaningfully to national growth and job creation.
