Government Cuts Fees Under Passport Administration Reforms

The government has slashed passport application fees from GHS500 to GHS350 as part of wide-ranging passport administration reforms Ghana is implementing to modernize travel documentation and broaden citizen access.

The price reduction comes alongside a nationwide expansion of processing facilities and technological upgrades designed to eliminate long waiting times and bureaucratic delays that previously plagued applicants.

The Ministry of Foreign Affairs stated on Sunday, November 8, 2026, that making travel documents affordable is a core mandate under President John Dramani Mahama's administration.

"We take the view that passports must be affordable for all Ghanaians," the Ministry noted in a formal statement, highlighting that Passport Application Centres have now been opened in all 16 regions for the first time in the country's history.

To clear backlogs, processing facilities have shifted to 24-hour operations. Applicants now benefit from integrated digital services, including a free home courier delivery option and a real-time electronic tracking system that lets citizens monitor their application status online.

Gold-Standard Security Boosts Global Passport Value

Alongside administrative changes, Ghana has upgraded its underlying physical documentation by introducing ICAO-compliant, chip-embedded gold-standard passports.

The technological overhaul has significantly bolstered the international standing of the Ghanaian passport, facilitating new bilateral travel agreements.

According to the Ministry, "The Ghanaian Passport is now considered amongst the most valuable in the world as further confirmed by the unprecedented number of Visa Waiver Agreements signed in recent months."

The operational turnaround has won public recognition. A recent survey conducted by the Ghana Statistical Service identified passport administration as the most transformed and least corrupt public service institution in the country this year.

Strict Controls Manage Official Passport Numbers

Governance over specialized travel documents has also been tightened under the statutory framework established by the Passports and Travel Certificates Decree of 1967 and its 1993 amendment.

Comparative issuance data released by the Ministry shows tighter oversight under current management. Official records indicate that between 2009 and 2016, a total of 1,397 Service Passports and 2,899 Diplomatic Passports were issued.

Between 2017 and 2024, those numbers rose significantly to 3,174 Service Passports and 5,682 Diplomatic Passports. Since 2025, official issuances have been kept under strict review, with 754 Service Passports and 1,944 Diplomatic Passports granted to authorized personnel.

Foreign Affairs Minister Samuel Okudzeto Ablakwa reaffirmed that the ministry will maintain zero tolerance for administrative abuses, ensuring that security upgrades and fee cuts continue to deliver a transparent, credible passport system for all Ghanaians.
