President John Dramani Mahama has announced that the government has secured financial clearance to begin a new phase of teacher recruitment in Ghana, signalling a shift toward a more structured and consistent hiring strategy in the education sector.

Speaking during his Resetting Ghana Tour in the Bono Region, the President said the approval from the Ministry of Finance paves the way for recruitment to commence soon.

“The Finance Ministry has given financial clearance for teachers' recruitment, and it will soon commence,” he stated, emphasising the government’s commitment to a predictable employment system.

President Mahama outlined a departure from previous recruitment practices, which he said were often concentrated around election cycles. According to him, that approach created uncertainty and left many trained graduates without jobs in off-election years.

“This year we will not do the recruitment the way it was done previously,” he explained, noting that hiring will now follow a continuous and structured model.

Under the new framework, recruitment exercises will be conducted annually from 2025 to 2028, ensuring a steady intake of qualified teachers into the system.

Expanding recruitment across sectors

While the focus remains on education, the President indicated that the recruitment drive will also cover healthcare workers, including nurses and midwives.

The broader plan is aimed at addressing staffing gaps in essential public services while tackling graduate unemployment. By integrating multiple sectors, the government hopes to strengthen both education delivery and healthcare access nationwide.

The initiative comes at a time when Ghana faces significant teacher shortages, particularly in rural and underserved communities. Limited staffing has affected classroom instruction, with some schools operating under severe constraints.

Education stakeholders have long called for sustained recruitment to reduce high teacher-pupil ratios and improve learning outcomes. Early projections suggest that thousands of teachers could be recruited in the initial phase, with longer-term targets reaching tens of thousands.

Policy shift under the Resetting Ghana agenda

The recruitment plan forms part of the government’s broader Resetting Ghana agenda, which focuses on improving service delivery, transparency, and institutional capacity.

President Mahama stressed that the initiative is not only about job creation but also about strengthening the foundations of public services.

The multi-year recruitment framework represents a major policy shift that could reshape Ghana’s education system. If implemented effectively, it is expected to reduce unemployment among trained graduates while improving access to quality education.

For many aspiring teachers, the announcement offers renewed hope, even as attention turns to how efficiently the policy will be executed in the coming years.
