TOR Receives One Million Barrels of Jubilee Crude to Boost Local Refining

The Tema Oil Refinery (TOR) has received one million barrels of Ghana's indigenous Jubilee Sweet Crude, marking another step in government's efforts to revive the country's only state-owned refinery and expand local petroleum refining.

The crude cargo arrived aboard MT Apache on July 15, 2026, fulfilling President John Dramani Mahama's pledge to ensure that more crude produced in Ghana is refined domestically rather than exported for processing abroad.

The latest shipment also carries historical significance. It is the second one-million-barrel consignment of Ghanaian crude supplied to TOR under President Mahama's leadership, following the first delivery in December 2016 aboard MT Bodeira during his previous administration.

Third crude cargo in three months

The refinery said the Jubilee shipment is its third one-million-barrel crude delivery since May this year, after earlier receiving Bonga and Baleine crude cargoes.

According to TOR, the steady flow of crude has enabled the refinery to continue producing petroleum products for both the domestic market and neighbouring countries, supporting energy security while promoting industrialisation and value addition.

The refinery described the latest delivery as another milestone in its ongoing recovery after years of operational setbacks.

Government praised for refinery revival

TOR's management credited the renewed refining activity to government support, expressing appreciation to President Mahama for what it described as his commitment to restoring confidence in the refinery.

The company said the delivery "fulfills H.E. President John Dramani Mahama's commitment to ensuring that Ghanaian-produced crude is refined locally to create value for the nation."

It also acknowledged the role of Energy and Green Transition Minister Dr John Abdulai Jinapor, saying his leadership has been instrumental in restoring refining operations and ensuring a reliable supply of crude.

The refinery further thanked crude suppliers, regulators, financiers, logistics companies and technical partners for supporting its resurgence.

TOR said its long-term objective remains unchanged: strengthening the link between Ghana's upstream and downstream petroleum industries, reducing dependence on imported refined fuels, creating jobs and positioning the country as a competitive petroleum refining hub for West Africa.
