Finance Minister Dr Cassiel Ato Forson says the 2027 Budget will spell out how the government intends to convert Ghana’s economic recovery into jobs, higher incomes for farmers and stronger opportunities for local businesses.
Dr Forson is expected to present the budget to Parliament on Thursday, November 12, with details of the government’s US$10 billion New Economy programme taking centre stage.
“Ghanaians made sacrifices to get our economy back on its feet.
"Now, that recovery must mean decent jobs for our young people, better incomes for our farmers and room for Ghanaian businesses to grow and hire.” - Dr Cassiel Ato Forson
New Economy takes centre stage
The four year programme, announced by President John Dramani Mahama, will run from 2027 to 2030 and is expected to target increased domestic production and local processing of Ghana’s raw materials.
Government also wants Ghanaian businesses to expand their share of both domestic and export markets.
“Next week, I will show how the New Economy will turn the gains we have made together into jobs and prosperity for all,” Dr Forson said.
The November presentation will provide the first detailed indication of where government intends to direct investments under the programme and how those projects will be financed.
Budget comes after IMF programme
The budget comes months after Ghana completed the final review of its IMF supported Extended Credit Facility programme.
Recent economic indicators have strengthened the government’s case that the economy has returned to relative stability. Ghana’s economy expanded by 6.0 per cent in the second quarter of 2026, while inflation stood at 5.2 per cent in September.
Dr Forson had signalled during the July Mid Year Fiscal Policy Review that government policy would begin shifting from stabilisation towards employment and economic expansion.
The challenge in the 2027 Budget will be to fund that transition without reversing the fiscal and macroeconomic gains recorded during the recovery.
