Ghana Parliament Ranked Second Most Open Legislature in Africa – Ayariga

Ghana’s Parliament has emerged as one of the most transparent legislatures on the African continent, Majority Leader Mahama Ayariga has said, as lawmakers intensify efforts to deepen public engagement and strengthen confidence in the country’s democratic institutions.

Speaking at a Leadership Media Briefing on Friday, May 22, 2026, Mr. Ayariga stated that Ghana currently ranks second in Africa in terms of parliamentary openness and accessibility, adding that ongoing reforms could push the country to the top position in future assessments.

“In Africa, we are one of the most open parliaments. In fact, we are number two in Africa. I believe that our aspiration is that we become number one in Africa.” - Mahama Ayariga

Push for Greater Transparency

The Majority Leader linked Ghana’s ranking to deliberate reforms aimed at making parliamentary proceedings more accessible to the public through live broadcasting, media engagement, and digital communication initiatives.

According to him, the introduction of live television coverage of parliamentary debates has significantly improved transparency and public scrutiny of legislative activities.

“Now that we have live television broadcasting of our proceedings, in the next rating they might probably review that and Ghana may climb to the top as a parliament.” - Mahama Ayariga

Mr. Ayariga explained that Ghana’s unicameral parliamentary structure may also influence how international assessments compare the country with legislatures operating bicameral systems.

“There is an issue whether we should be put in the category of those who practise the bicameral parliament. We have a unicameral Parliament. But they have number one, and we followed.” - Mahama Ayariga

Parliament Resumes Sitting

The comments come as Parliament resumes the Second Meeting of the Second Session of the Ninth Parliament, with lawmakers expected to consider several major bills, legislative instruments, and committee reports in the coming weeks.

Parliamentary leadership has indicated that improving accountability, strengthening oversight, and expanding public participation in governance remain key priorities for the current session.

Observers say the increased openness of Parliament could help improve citizen trust in democratic governance at a time when public demand for transparency and accountability continues to grow across Africa.
