Government Settles Road Contractors’ Payments to Accelerate Infrastructure Projects

The Government of Ghana has cleared outstanding payments owed to road contractors, a move expected to accelerate progress on major infrastructure projects nationwide.

The announcement was made during an inspection of the Kasoa–Winneba dualisation project by President John Dramani Mahama.

Officials say the payments have already improved contractor confidence and project execution, particularly under the government’s flagship infrastructure agenda.

Over GH¢12 Billion Paid for Ongoing Projects

Minister for Roads and Highways Kwame Governs Agbodza disclosed that more than GH¢12 billion has been disbursed to settle arrears tied to inherited road projects.

“As of last month, you have paid over 12 billion Ghana cedis to projects you inherited,” the Minister said, emphasizing that the funds were directed toward ongoing works rather than new initiatives.

He explained that the decision reflects a policy commitment to continuity, ensuring that critical infrastructure projects are not abandoned due to political transitions.

The Roads Minister praised the administration’s directive to sustain inherited projects, describing it as a defining approach to governance.

“Other leaders might have walked away from projects they did not start, but you directed that no road project should be suspended,” he stated.

According to him, the policy has restored confidence among contractors and stakeholders, enabling smoother execution of projects across the country.

President Mahama reaffirmed the government’s commitment to the Big Push infrastructure programme, noting that all certified works under the initiative have been paid in full.

“As we speak today, we do not owe any Big Push contractor even one cedi. All the certificates they brought, we paid them,” he said.

He stressed that prompt payments are essential to maintaining momentum, as they allow contractors to mobilise resources and meet deadlines without financial constraints.

Accelerated Timeline for Kasoa–Winneba Project

The government is now targeting an earlier completion date for the Kasoa–Winneba dualisation project. Initially scheduled for March 2027, authorities are working to deliver it by December 31, 2026.

“We are working with the contractor to complete this project this year, three to four months ahead of schedule,” Mr. Agbodza revealed.

The accelerated timeline is expected to bring faster relief to commuters who have endured congestion and disruptions along the busy corridor.

Acknowledging public frustration, the Minister assured that steps are being taken to minimise inconvenience during construction. Some of the most challenging sections are expected to be opened within weeks to allow traffic diversions.

“The frustration of the public, which we share, will be addressed as we open sections of the road for use,” he said.

The phased opening of completed sections is part of efforts to balance construction progress with traffic flow, as the government pushes to deliver one of the country’s most critical transport projects on schedule.
