The global health architecture is set to come under renewed scrutiny following the launch of a high-level reform panel under the Accra Reset, an African health and economic sovereignty initiative championed by President John Mahama.
In a statement issued on Friday, April 3, 2026, the Chancery of the Accra Reset announced the formation of an 18-member expert panel tasked with developing “concrete, actionable proposals” to reshape what organisers describe as an unequal global health system.
According to the statement, the panel will seek to challenge longstanding imbalances in international health governance, particularly the marginal role often assigned to developing countries.
“The panel has a mandate to produce concrete, actionable proposals for restructuring a global health order that has treated governments of the Global South as passive takers rather than as sovereign actors,” the statement said.
Global experts and institutions to guide reform agenda
The panel will be co-chaired by internationally recognised figures including Peter Piot, El Hadj As Sy, Nísia Trindade and Budi Gunadi Sadikin, reflecting the global scope of the initiative.
Its work will be guided by a High-Level Consultative Group made up of major institutions such as the World Health Organization, the World Trade Organization, the Global Fund, Africa Centres for Disease Control and Prevention, and the International Finance Corporation.
Organisers say the panel will begin work immediately, with its terms of reference expected to draw from ongoing discussions at global platforms including the World Health Assembly and the United Nations General Assembly.
Former UNAIDS Executive Director Michel Sidibé has also been appointed Special Advisor to the panel and envoy of the co-chairs.
“Mr Sidibé brings to the role decades of operational engagement with the architecture the panel is charged with reforming,” the statement noted.
The Chancery said the panel brings together policymakers, academics and industry leaders from Africa, Asia, Europe and Latin America, positioning the initiative as a broad-based effort to push for a more inclusive and sovereign-driven health order.
