GUTA Suspends Strike Over Publican AI Dispute

The Ghana Union of Traders’ Association and allied business groups have suspended their planned industrial action following what they describe as key concessions from government in ongoing negotiations over the controversial Publican AI system.

The decision was reached after a high-level meeting between the Joint Business Forum, officials from the Ministry of Finance, and the Ghana Revenue Authority on April 16, 2026.

At the centre of the dispute were concerns about the Publican AI system’s impact on valuation processes and trade operations. Business leaders had demanded its immediate suspension, alongside reforms to the appeals process and greater transparency.

Following negotiations, government agreed to restore the previous valuation appeals structure and ensure that all appeals are resolved within 24 hours. It also committed to expanding the appeals committee from six to twelve members.

The coalition described these outcomes as a step forward, noting that the engagement marked a more constructive tone compared to earlier discussions.

Publican AI Remains a Sticking Point

Despite the concessions, government declined calls to suspend the Publican AI system, maintaining that concerns should instead be addressed through dialogue within a proposed multi-party committee.

Officials also rejected demands for full disclosure of the system’s technical and contractual details, though they indicated that trade representatives would be allowed to engage directly with its operators.

This position has left the business community only partially satisfied. While acknowledging progress, the Joint Business Forum stressed that its core concerns remain unresolved.

Both parties agreed to jointly develop the terms of reference for the multi-party committee at a follow-up meeting scheduled for April 20, 2026. The committee is expected to provide a platform for continued engagement on the system’s implementation and its impact on trade.

The coalition, which includes groups such as the Traders Advocacy Group Ghana and the Ghana Institute of Freight Forwarders, emphasised that the suspension of the strike is temporary.

Business Groups Maintain Pressure

In a joint statement, the group reiterated its demand for the suspension of the Publican AI system, arguing that broader stakeholder consultation and transparency are essential for maintaining fairness in the trading environment.

While committing to continued dialogue, the coalition warned that further action remains on the table if progress stalls.

The development highlights ongoing tensions between regulators and the business community, as stakeholders seek to balance technological reforms with transparency and trust in Ghana’s trade ecosystem.
