IMF Team Visits TOR for Refinery Recovery Briefing

An International Monetary Fund (IMF) team visiting Ghana has toured Tema Oil Refinery (TOR) for a briefing on its recovery efforts, operational challenges and plans to strengthen its contribution to the country’s energy security.

The visit formed part of the team’s engagements with relevant authorities and selected state-owned enterprises, according to an account supplied by the refinery.

Managing Director Edmond Kombat outlined measures introduced since May 2025 to restore operations and confidence in the facility, including rehabilitation of its Crude Distillation Unit (CDU) and the restart of crude processing.

Management outlines recovery measures

During the discussions, Kombat explained the operational and financial difficulties management inherited and the decisions taken to address them.

The briefing covered improvements in financial reporting and internal controls, staff-related reforms and efforts to maintain a sustained crude supply for continued processing.

Management also outlined work that remains outstanding, placing the refinery’s recovery within a broader programme of rehabilitation rather than presenting every component as complete.

The account did not provide updated production figures, the cost of the remaining works or a timetable for completing them.

Crude processing resumed after rehabilitation

TOR previously announced that it resumed crude refining on December 19, 2025, following turnaround maintenance on the CDU.

In a statement issued three days later, the refinery said the restart followed regulatory inspections and clearance from the National Petroleum Authority.

It described the resumption as a phased process intended to stabilise systems and improve operational reliability.

That earlier announcement provides the background to management’s latest briefing on maintaining operations and restoring additional facilities.

Capacity expansion remains on the agenda

The IMF delegation was also briefed on ongoing efforts to increase processing capacity and restore other critical units.

Management presented those improvements as part of TOR’s intended contribution to Ghana’s energy security.

After the meeting, the team toured the refinery to view rehabilitated facilities and work still underway. According to the supplied account, delegation members expressed appreciation for the opportunity to understand the refinery’s operations and recovery programme.

The account records an engagement and facility tour; it does not announce an IMF financing agreement or a formal assessment of TOR’s financial performance.
